Carlos co-leads Galicia’s Energy and Projects practices. He specializes in electricity, hydrocarbons, alternative energy and infrastructure, with a particular focus on project finance.

Clients benefit from his extensive experience advising on complex transactions in national and international markets. He counsels and represents contractors, developers, credit institutions and multilateral agencies.

Carlos works seamlessly with the Firm’s Environmental, M&A, Antitrust, International Trade, Arbitration, Commercial & Civil and Administrative Litigation teams on the development and financing of energy and infrastructure projects, as well as the defense of clients’ interests.

He was the first Mexican member of the Board of Directors of the Association of International Energy Negotiators (AIPN). He currently serves as Vice President of the Academia Mexicana de Derecho Energético (MADE), Vice President of the Energy Committee of the Canadian Chamber of Commerce, Coordinator of the Energy Commission of the Barra Mexicana de Abogados, and a member of the Energy Committee of the Consejo Coordinador Empresarial.

Carlos is actively involved in academia. He teaches Energy Law at Universidad Panamericana and Escuela Libre de Derecho and was a Visiting Professor at the University of Cambridge Faculty of Law in the United Kingdom
